(a) whether the Government proposes to establishe-waste recycling units in the country;

(b) if so, the details thereof, State/UT-wise; and

(c) if not, the reasons therefor?

(a) to (c) Government is not proposing to set up any e-waste recycling units in the country. Rather, Government is facilitating, encouraging and regulating the E-waste recycling units in the countryMinistry of Environment, Forest and Climate Change has notified the E-Waste (Management) Rules, 2016, for disposal of e-waste in an environmentally sound manner. Under the said rules,any person can set up e-waste recycling facilities following the guidelines of Central Pollution Control Board (CPCB). Under Rule 12 of the said rules, State Government has been entrusted for earmarking or allocation of industrial space or shed for e-waste dismantling and recycling in the existing and upcoming industrial park, estate and industrial clusters. 

Presently 400 dismantlers/recyclers of E-Waste are operating in 20 States namely Andhra Pradesh, Assam, Chhattisgarh, Gujarat, Goa, Haryana, Himachal Pradesh, Jammu & Kashmir, Jharkhand, Karnataka, Madhya Pradesh, Maharashtra, Odisha, Punjab, Rajasthan, Tamil Nadu, Telangana, Uttar Pradesh, Uttarakhand and West Bengal. These authorised dismantlers/ recyclers have annual processing capacity is 10,68,542.72 tonnes. The concerned State Pollution Control Boards/Pollution Control Committees are the authority for granting authorisation to recyclers of e-waste. They grant authorisation after ensuring that facilities of recycling are as per the CPCB guidelines. State wise details on number of dismantlers/recyclers are given below:
