Toxic Discharge by Industries

Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state:
(a) whether the Government is aware that industries like Simbhaoli Sugar Mills in Hapur
District of UP are openly flouting the guidelines of Central Pollution Control Board
where industrial effluent treatment plants are not functional and untreated and toxic
effluents are being discharged by these industries which has led to water pollution and
resultant diseases like cancer among local population in connivance with local officials;
(b) if so, the details thereof and the action taken thereon;
(c) if not, whether any central team would be sent for on-the-spot investigation and if so, the
details thereof; and
(d) if not, the reasons for compromise with pollution caused by these industries and health
and lives of local population?

(a) to (d) There are 25 Grossly Polluting Industries (GPIs) located in Hapur district,
comprising of textile units, sugar mills with captive distillery units, food & beverages units,
slaughter house unit, pipe manufacturing unit and Common Effluent Treatment Plant
(CETP).
In order to control industrial pollution, several initiatives are taken which inter alia
include conducting annual inspection of GPIs through third party technical institutes,
involvement of District Magistrates for physical verification, closure and power
disconnection of non-complying units, engagement of expert institutions like Indian Institute
of Technology; National Institute of Technology; National Sugar Institute, Kanpur and
Vasantdada Technical Institute, Pune for conducting adequacy assessment, performance
assessment of effluent treatment plants, monitoring of zero liquid discharge system of
sugar/distillery mills.
The Sugar and Distillery units of M/s Simbhaoli Sugars Ltd. at Brijnathpur and
Simbhaoli are inspected by the Central Pollution Control Board (CPCB) authorized third
party technical instituteand no discharge was reported in nearby drains. The treated effluent
was also found complying with the stipulated norms. The distillery unit achieved Zero Liquid
Discharge. During the inspection no evidence of disposal of effluent was found outside the premises of unit.
