Will the Minister for HOUSING AND URBAN AFFAIRS be pleased to state: 

(a)  whether the Government has implemented the solid waste management projects in towns along the Ganges spread over many States;

(b)  if so, the details thereof;

(c)  whether   the   Government   has   received   project   completion   report responses from the Ganga basin States about the hundred per cent implementation in their States;

(d)  if so, the details thereof and if not, the corrective measures taken by the Government to address the issue; and

(e)  the other steps taken by the Government in the country in this regard?

ANSWER

THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI KAUSHAL KISHORE)

(a)to(d) : Government of India launched the Swachh Bharat Mission-Urban (SBM-U) on October 2, 2014 with the objective of making all cities Open Defecation Free (ODF) and for 100% scientific processing of Municipal Solid  Waste  (MSW)  generated  in  the  urban  areas  of  all  States/UTs including Ganga–basin States i.e. Bihar, Jharkhand, Uttarakhand, Uttar Pradesh and West Bengal. To carry forward the progress made, SBM-U 2.0 has been launched on October 1, 2021 with a vision of achieving Garbage Free Status for all cities through 100% source segregation, door to door collection and scientific management of all fractions of waste including safe disposal in scientific landfills.

Central Share (CS) assistance under SBM-U 2.0 is given for establishing   of   various   types   of   Municipal   Solid   Waste   (MSW) management plants like, Waste-to-Compost (WtC), Waste-to-Energy (WtE), Bio-methanation, Material Recovery Facilities (MRF) and legacy waste dumpsites remediation, etc. Status of Solid Waste Management (SWM) in

towns of Ganga-basin States is provided below:

(e) :  Sanitation is a State subject under 7th  schedule of the constitution. It is the responsibility of State/ULBs to plan, design, execute, operate and maintain sanitation projects including Sewage Treatment Plants (STPs) in urban  areas  of  the  country.  Ministry  of  Housing  and  Urban  Affairs (MoHUA) has been facilitating by providing additional financial and technical support for Used Water Management (UWM) under Atal Mission for Rejuvenation and Urban Transformation (AMRUT) 2.0 and SBM 2.0 in addition  to  the  efforts  of  Namami  Gange  under  Department  of  Water Resources, Government of India.
