RECYCLING OF TEXTILE WASTE

Will the Minister of TEXTILES be pleased to state :

(a) the measures taken by the Government in light of increasing environmental concerns about textile
waste and water pollution;
(b) whether the Government has any plans to promote the adoption of modern, environment-friendly
technologies in textile manufacturing and if so, the details thereof; and
(c) whether the Government has any proposal/plan to support the recycling and reuse of textile waste,
particularly in Assam’s handloom and small-scale textile sectors, if so, the details thereof?

(a) to (c):- A statement is laid on the Table of the House. Statement in reply to Lok Sabha Starred Question No. *435 for answer on 01.04.2025 by Md. Rakibul Hussain regarding “Recycling of Textile Waste”.

(a): In order to facilitate the textile industry to meet the required environmental standards and to support new Common Effluent Treatment Plants (CETP)/ upgradation of CETPs in processing clusters/ processing parks, the Government is implementing Integrated Processing Development Scheme (IPDS) since 2013. The scheme aims to facilitate the Indian textile industry to become globally competitive using environmentally friendly processing standards and technology. The scheme would also be applicable for
technology upgradation and capacity enhancement in existing Textile Clusters. The scheme was in implementation upto 31.03.2021. Now, the scheme is being implemented for completing ongoing projects only. Further, in order to mitigate effects of increasing textile waste, Government has undertaken multiple activities including a study on Mapping of Textile Waste Value Chain, an MoU among Navi Mumbai Municipal Corporation, Textile Committee and others to develop a centre for processing of textile waste in Navi Mumbai, an MoU among Textile Committee, Standing Conference of Public Enterprises
(SCOPE) and the Government e-Marketplace (GeM) to promote the use of upcycled products in
Government procurement.

(b): With a view to incentivize the modernization of textile machinery including environmentally friendly technologies, Government is implementing Amended Technology Upgradation Fund Scheme (ATUFS), which was valid up to 31.03.2022. The scheme is currently ongoing for meeting committed liabilities only.
(c): There is no specific proposal from Assam’s handloom and small scale textile sector under
Consideration for recycling and reuse of textile waste.
