Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state:
(a) the details of various schemes/mechanisms through which the Central Government is providing financial, technical and other assistance to the State of Uttar Pradesh for the protection of its rivers from sewage and waste pollution;
(b) the mechanism in place for assessing and monitoring the generation of sewage and waste; and
(c) the details of financial assistance provided along with the expenditure incurred, for protecting the rivers in Uttar Pradesh from sewage and waste pollution during the last five years, year-wise?

(a) to (c): Central Pollution Control Board (CPCB) in association with State Pollution Control Boards (SPCBs)/Pollution Control Committees (PCCs) is implementing the provisions of the Water (Prevention and Control of Pollution) Act, 1974 and the Environment (Protection) Rules, 1986 to prevent and control of pollution of aquatic resources. CPCB reimburses the expenses incurred towards sampling and analysis of water quality of aquatic resources under National Water Quality Monitoring Programme (NWMP) to the States / Union Territories (UTs).
Details of expenses reimbursed to Uttar Pradesh during last 05 years (2019-20 to 2023-24) under

CPCB carried out inventorization of Sewage Treatment Plants (STPs) located in urban centres of India in the year 2021. Details of sewage generation, treatment capacity and installed capacity in the state of Uttar Pradesh in 2021 is given below:

Further, Ministry of Housing & Urban Affairs has launched Swachh Bharat Mission – Urban (SBM-U) 2.0 on 1st October, 2021 which includes a new component i.e. Used Water management (UWM). Under UWM component, financial assistance is provided to the Urban Local Bodies (ULBs) with population less than 1 Lakh for setting up of Sewage Treatment Plants(STPs)/STPcum-FSTP and laying Interception and Diversion (I&D) structures including provision of pumping stations and pumping main/gravity main upto STP, to ensure that all used water is safely collected, treated and reused to feasible extent and no untreated used water is discharged into water bodies or the open environment and all fecal matter and septage is properly collected, treated and byproducts reused, thereby helping in reduction of pollution of rivers. Under UWM component of SBM – U 2.0 (2021-2026), State of Uttar Pradesh has been allocated Rs. 2117.20 crores for the entire mission period. Year-wise details of fund released under UWM component of SBM-U 2.0 to Uttar Pradesh is as below:
