Plastic and solid waste management in Odisha
377. SHRI DEBASHISH SAMANTARAY:
Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state:
(a) Government’s assessment of the plastic waste management situation in Odisha,
including the challenges faced by urban areas like Bhubaneswar and Cuttack;
(b) the details of specific initiatives implemented to reduce plastic waste, particularly targeting single-use plastics, in Odisha;
(c) the details of funds allocated to waste management projects in Odisha, and the progress
made toward improving recycling and disposal facilities; and
(d) whether there is any collaborations with local authorities to improve public awareness
of waste segregation and sustainable waste management practices?

(a) As per the Annual Report of Central Pollution Control Board for the year 2020-21, the
status of plastic waste management in Odisha including Bhubaneshwar and Cuttack is given
below:.

(b) to (d): The State of Odisha has prepared Comprehensive State Action Plan on elimination of single use plastic and effective plastic waste management. A Special Task Force has been constituted by the State Government under the chairpersonship of Chief Secretary to review the progress of elimination of single use plastics. A separate state level Committee has been constituted under chairmanship of Principal Secretary, Housing and Urban Development Department, Government of Odisha to review the implementation of Plastic Waste Management Rules, 2016. The State Pollution Control Board along with Urban Local Bodies and other stakeholder Departments have undertaken joint enforcement drives for implementation of single use plastic bans. Actions have been taken on the deviations, which include seizure of banned single use plastic items and levy of penalty. As per Odisha State Pollution Control Board, during the period March 2024 to June 2024, a total of around 12596 kg of single use plastic items have been seized and a fine of Rs. 1284546 has been imposed. As per Swachh Bharat Mission 2.0 Operational Guidelines, Rs. 209.8 crore have been allocated for solid waste management for the state of Odisha.
Eleven plastic waste recycling units and twenty co-processing units have been registered under extended producer responsibility guidelines on plastic packaging. The State Government and State Pollution Control Board have been organizing awareness campaigns such as Plastic Free Picnic Challenge, pilot projects in Daringbadi and Chandrabhaga Sea Beach as plastic free zones. Six automatic cloth bag vending machines have been installed in Bhubaneshwar. The State Pollution Control Board has organized plastic waste collection drive along with district administration in Puri. 162 industrial houses including mines have been to make their premises plastic free and install cloth bag vending machines in their township.
