Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:

(a)whether it is a fact that Government plans to support the petrochemical industry throug the initiatives announced at Central Institute of Petrochemicals Engineering & Technology (CIPET);

(b) the details of the role that the CIPET plays in fostering innovation and technical competence within the petrochemical sector; and

(c)whether the partnerships with industry leaders are expected to enhance skill development and resource generation at CIPET, if so, the details thereof?

(a) and (b): The Central Institute of Petrochemicals Engineering & Technology (CIPET) is a Centrally funded technical higher education institution under the Department of Chemicals & Petrochemicals, engaged in skill development, technology support, academic and research activities for the development of the petrochemical and allied industries in the country. CIPET has 48 Centres across the country, which includes 9 Institutes of Petrochemicals Technology (IPTs), 32 Centers for Skilling and Technical Support (CSTS), 3 Schools for Advanced Research in Polymers (SARP), 4 Sub-Centres and 4 Plastics Waste Management Centres (PWMCs CIPET provides skilled manpower to the petrochemical industry. It conducts various long term training programs (i.e., Diploma, Post Diploma, Post Graduate Diploma, Undergraduate and Post Graduate), in addition to conducting National Skills Qualifications Committee (NSQC) approved Skill Development Training Programs as well as Skill Upgradation programs aimed at enhancing the skill and competency level of participants in the relevant domains of petrochemicals and plastics/ polymers.

CIPET offers Technology Support Services in the field of petrochemical engineering and technology to the polymer and plastic industry, wherein it offers services in the areas of design and manufacturing of moulds and dyes, tooling, plastics processing and testing, inspection and quality control. CIPET also has well-established wings for research & development, which provide assistance to the petrochemical industry in a range of fields.The Government provides grants-in-aid to CIPET for creation of capital assets and various initiatives are taken to enhance the infrastructure and capacity of the institute to cater to the increasing requirements of the industry.

(c): CIPET works in close coordination with the industry in undertaking its various activities. The development of course curriculum and introduction of new courses at CIPET is based on inputs obtained from industry. Further, CIPET conducts tailor-made training programmers for skill up-gradation of industry personnel based on their requirements. CIPET plays an important role in strengthening technological capabilities in the sector and leverages its expertise and skill sets to fulfill the emerging and evolving needs of the industry. Based on these initiatives, the Institute has been functioning on self-sustaining mode since 2008-09 onwards and generates its own resources for salaries and other administrative expenses.
