ENDOSULFAN VICTIM
3824.SHRI RAJMOHAN UNNITHAN:

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a)    whether it is a fact that Endosulfan victims in Kasargod district of Kerala who have been suffering for years have been pushed into poverty by cutting off/delaying their pensions by the Union Government and the State Government of Kerala;

(b)    If so, the details thereof;

(c)    whether such victims are still neglected/not fully supported by the Government and if so, the details thereof;

(d)    whether the Union Government has taken/ propose to take any action to fully rehabilitate such poor people leading a miserable life along with bringing them back to normalcy and if so, the details thereof;

(e)    whether the Government has any proposal for setting up of AIIMS in Kasargod to support these victims and provide better health facilities in the neglected northern areas of Kerala State; and

(f)    if so, the details thereof and if not, the reasons therefor?

ANSWER

THE MINISTER OF STATE IN THE MINISTRY OF HEALTH ANDFAMILY WELFARE(DR. BHARATI PRAVIN PAWAR) 

(a)      to (d): Under National Health Mission, support is provided to the States/UTs for strengthening their healthcare system based on the proposals made by the States/UTs in their Programme Implementation Plans (PIPs) within their overall resource envelope. The proposals are appraised by National Programme Coordination Committee (NPCC) of NHM. The approvals are thereby accorded based on the discussions and decisions taken in the NPCC meeting. Accordingly, this Ministry has been providing support under NHM to the State of Kerala for rehabilitation of Endosulfan patients, for the period from 2012-13 to 2021- 2022. As per the Record of Proceedings (RoP) 2012-13 to 2021-2022, details of the support under NHM to the State of Kerala for rehabilitation of Endosulfan patients is at Annexure.

The State of Kerala has informed that as a part of rehabilitation package for Endosulfan victims, the Health Department has conducted survey as well as Medical camps and identified the Endosulfan victims. This  list was  approved by  District Collector,  Kasargod and  subsequently furnished  to Kerala  Social Security Mission for providing monthly financial assistance.The  Kerala  Social  Security  Mission  under  the  Social  Justice  Department  implements  the  scheme ‘Snehasanthwanam’ in Endosulfan affected areas of Kasargod district, which provides, monthly assistance to the victims/caretakers. An amount of Rs.17 crores has been earmarked in FY 2023-24 for the same.

(e)    & (f): No proposal for setting up of AIIMS in Kasargod district of Kerala has been received by Ministry of Health & Family Welfare, Government of India.
