SETTING UP OF WASTE TO-ENERGY PLANTS

SHRI DILIP PATEL:

Will the Minister of NEW & RENEWABLE ENERGY be pleased to state:

 (a)whether  it  is  proposed  to  set  up  waste-to-energy  plants  in  the  country  and  if  so,  the

details thereof;

 (b)whether the above project would add to air pollution and would be a costly affair and if so, the details thereof; and

 (a)whether  the  Government  has  studied  the  pros  and  cons  of  this  project  and  if  so,  the

details thereof along with the action plan of the Government in the matter?

 ANSWER

 (     (a)    to (c):The  Ministry  of  New  and  Renewable  Energy  (MNRE)  is  implementing  the Programme on Energy from Urban, Industrial and Agricultural Wastes / Residues and providing central financial assistance during the 12thPlan period. The main objective of the programme isto  promote  setting  up  of  projects  for  recovery  of  energy  from  urban,  industrial  and  agricultural wastes.  Under  this  programme,  projects,  which  are  based  on  waste-to-energy  conversion technologies,  namely,  biomethanation,  combustion,  gasification,  pyrolysis  or  a  combination thereof, are being supported.  Thesetechnologies are environmentally benign and proven. The Ministry of Urban Development is implementing “Swachh Bharat Mission” (SBM) since 2ndOctober, 2014, which also includes setting up of waste toenergy plants with Central support up to  35%  of  the  project  cost  in  the  form  of  Viability  Gap  Funding  (VGF)  / grant,  subject  to  the overall State-wise funds envelop for SBM.Air pollution control equipment is an integral part of the waste-to-energy plants. It is mandatory to  solicit  Environmental  Clearance,  consent  to  establish  and  consent  to  operate  before  starting construction  work  or  before  commissioning  of  the  plants  from  the  Ministry  of  Environment, Forest and Climate Change or Pollution Control Boards / concerned Committees
