Reuse of Solid Waste

Will the Minister of ENVIRONMENT, FORESTS AND CLIMATE CHANGE be pleased to state:-

(a) whether the Government is formulating any scheme for better reuse of solid waste and if so, the details thereof State-wise including Madhya Pradesh and if not, the reasons therefor; and

(b) whether any proposals have also been received from the States regarding better reuse of solid waste, and if so, the action taken thereon?

(a ) The Central Government has launched Swachh Bharat Mission Urban 2.0 (SBM-U 2.0) in October 2021 with overall vision of creating “Garbage Free Cities”, to be executed over the next five years, which would involve achieving that all ULBs will become at least 3-star certified (as per Star Rating Protocol for Garbage Free Cities), with at least 80% wards covered with door to door collection, 60% source segregation practised in each ward, and at least 80% of municipal solid waste being scientifically processed. 

To control and minimize the disposal of solid waste to landfill and to reduce the greenhouse gas emissions, Ministry of Housing and Urban Affairs (MoHUA) has published Operational Guidelines “Swachh Bharat Mission – Urban 2.0” for making cities garbage free. This will involve the following important measures:

• All legacy dumpsites remediated and converted into green zones;
• All households and premises segregate their waste into “wet waste” (from kitchen and gardens) and “dry waste” (including paper, glass, plastic, and domestic hazardous waste and sanitary waste wrapped separately);
• 100% door to door collection of segregated waste from each household/ premise;
• 100% scientific management of all fractions of waste, including safe disposal in scientific way 

A total financial allocation of Rs. 1,41,678 crores over a period of 5 years from 2021-2026 has been made under Urban Swachh Bharat Mission 2.0, with a focus on source segregation of garbage, reduction in single-use plastic, reduction in air pollution by effectively managing waste from construction-and-demolition activities and bio-remediation of all legacy waste dump sites. 

(b) A Standing Committee on Technology for Waste Management for assessment of indigenous technologies and innovative waste management practices is under CPCB. A proposal for solid waste management through pyrolysis technology has been received from Andhra Pradesh.
