Will the Minister of HOUSING AND URBAN AFFAIRS be pleased testate:

(a) the details regarding municipal solid waste management underSwachh Bharat Mission (SBM) in the country;

(b) the steps taken by the Government to address the issue of solidwaste management in Odisha particularly in Angul and Dhenkanaldistricts; and

(c) the number of districts in the country declared hundred per cent Open Defection Free (ODF) so far?

(a & b) : Municipal Solid Waste Management is being implementedunder Swachh Bharat Mission-Urban (SBM-U) in all parts of the country, including Angul and Dhenakanal districts of Odisha. Central Assistance is given to the States/ Union Territories (UT) for establishing Solid Waste Management (SWM) projects of various types, including Material Recovery Facilities (MRF), Waste to Compost (WtC), Bio-Methanation, Waste to Electricity (WtE), Construction & Demolition

(C&D) processing and remediation of legacy waste dump-sites. In addition to Central financial assistance, technical and managerial support is also provided to States for scientific planning of Municipal Solid Waste (MSW). Also, Garbage Free City (GFC) star rating protocol benchmarks the Solid Waste Management (SWM) parameters and help city to improve in key areas. The annual cleanliness survey – Swachh Survekshan — creates a competitive spirit amongst cities and fosters

citizens participation and behaviour change. Information Technology (IT) based interventions like Swachhata App, Swachhatam portal, etc., have also been promoted to improve transparency. Various capacity building initiatives have been taken up for municipal functionaries, key Welfare Association members, etc. Information, Education and Communication (IEC) campaign have been taken up in partnership with different organizations to promote awareness and behaviour change of public towards improved sanitation.

(c) : All 4372 Urban Local Bodies (ULBs) in the country, except Purulia in West Bengal, have been declared cent per cent Open Defecation Free (ODF).
