Will the Minister o ENVIRONMENT, FORESTS AND CLIMATE CHANGE      be pleased to state:-

(a) whether the Government has made any assessment to identify the electronic waste (e-waste) generated annually by each State in the country;

(b) if so, the details thereof, Statewise and if not, the reasons therefor;

(c) the number of recyclers/authorized dealers of e-waste in each State of thecountry;

(d) whether the number of recyclers/ authorized dealers for e-waste management available in each State of the country are capable enough for disposal of such e-waste and if so, the details thereof and if not, thereasons therefor;

(e) whether the cases of violation of e-Waste (Management and Handling)Rules, 2011 by recyclers/authorized dealers have come to the notice of theGovernment since the said Rules came into force; and

(f) if so, the details thereof and the reasons therefor along with corrective stepstaken/being taken by the Government in this regard?

(a) and (b): The Central Pollution Control Board (CPCB) in 2005 estimated 1.47 lakh ton of e-waste in the country. As per “The Global E-Waste Monitor 2017” published by the UN University, 2 Million ton of e-waste was generated in the country in 2016. Recently Ministry of Electronics and Information Technology (MeitY) has developed a guideline on uniform inventorization of e-waste in the Country.

 

(c) and (d): As per the information available with CPCB, 312 dismantlers and recyclers have been granted authorization by 18 State Pollution Control Boards (SPCBs)/Pollution Control Committees (PCCs). These authorized dismantlers and recyclers have the cumulative annual processing capacity of 7,82,080 MT. The State-wise details of installed recycling/dismantling facilities operating in the country is given as following:

(e) Violation of E-waste management rules were reported in case of ten producers namely:

i. M/s. Apple India Private Limited,

ii. M/s. HP India Sales Private Limited,

iii. M/s. Motorola Mobility India Pvt. Ltd.,

iv. M/s. Canon India Pvt. Ltd.,

v. M/s. Eltech Appliances Pvt. Ltd.,

vi. M/s. ETA General Pvt. Ltd.,

vii. M/s. Samsung India Electronics Pvt. Ltd.,

viii. M/s. Vivo Mobile India Pvt. Ltd.,

ix. M/s. BE Office Automation Products Pvt. Ltd., and

x. M/s Tara Consultants Pvt. Ltd.

 

The Extended Producers Responsibility (EPR) Authorisation granted to these producers were suspended. Based on corrective measures taken by these producers, listed at sl. no. i to viii above, suspension of EPR authorisation was revoked. In addition, Maharashtra SPCB has issued directions to 9 dismantlers/recyclers and also issued closure notice to one unit for non-provision of air pollution control system. The Haryana SPCB has issued show cause notice to two non-compliant units.

 

(f) In order to ensure compliance of E-waste management rules,SPCBs/PCCs quarterly monitor the quantity of e-waste collected and channelized by producers and annually monitor the facilities of dismantlers and recyclers for their infrastructure and records. A software has been developed by CPCB where SPCBs/PCCs are required to upload their quarterly verification reports.
